How to Complete an NCR Below Regulation Budget

Part 1: Administrator Setup Guide

Before users can effectively use the budget module, an administrator must configure the following settings.

User Role Permissions (Resources)

Ensure that users have the correct permissions assigned to their role at Setup > Security > Roles.

Resource Name Purpose
Change Client Budget Allows the user to add, edit, or view a client's budget.
Change Client Budget Income Allows the user to modify income figures within a budget.
Change Use Client Budget Allows the user to toggle the "Use Client Budget" checkbox on the Financial tab.
Change Use NCR Budget Allows the user to select and work with NCR budget types.
Force NCR Budget Detailed to Add Reason (*) Requires the user to enter a reason if a zero value is entered in certain fields of the NCR Detailed Budget.
Print Budget Allows the user to print a completed budget report.
Print Budget Form Allows the user to print a blank budget form .

System-Wide Budget Configuration

These settings at Setups > Clients > General > Affordability control how budgets behave across the entire system.

Setting Description
Use Client Budget If selected, the system will force a detailed budget to be used for affordability checks by default.
Initial Budget setup Choose the default budget type that will be selected for all new clients.
Force Budget Validity Period If selected, the system will check the age of the last completed budget.
Client budget Validity Period days Enter the number of days a budget is considered valid before a new one is required (e.g., 90 days).
Percentage of Income reserved as buffer Enter the percentage of discretionary income to be held back as a safety buffer. This is specifically used by the NCR Detailed Budget.

Part 2: End-User Workflow Guide

As a user, you will follow these steps to perform an affordability assessment.

Step 1: Choose the Affordability Method (Financial Tab)

First, navigate to Client Administration > Search for a Client > Edit Client > Financial tab. You have two primary methods for determining affordability.

Option A: Use Percentage of Salary This is a quick calculation based on a percentage of the client's net income.

  1. Enter the client's Gross Salary and Net Salary.
  2. Enter a value in the Percentage of Salary Available for Instalment field.
  3. Ensure the “Use Client Budget” checkbox is UNCHECKED.
  4. The system will automatically calculate the “Available for Instalment” amount based on the percentage you entered.

Option B: Use a Detailed Budget This is a comprehensive assessment of all income and expenses.

  1. Enter the client's Gross Salary and Net Salary.
  2. Ensure the “Use Client Budget” checkbox is CHECKED.
  3. Proceed to the Budgets tab to create a detailed budget. The “Available for Instalment” amount will be calculated from the results of that budget.

Step 2: Create and Complete the NCR Below Regulation (Budgets Tab)

If you selected Option B, follow these steps on the client's Budgets tab.

  1. Add New Budget: Click the Add a New Budget button.
  2. Enter Initial Details:
    • Description: Give the budget a unique name (e.g., "January 2025 Assessment").
    • Budget Date: Enter the date the budget is being created.
    • Available: Check this box to make the budget active.
    • Budget type: Select NCR Below Regulation.

Complete the Form: The NCR Below Regulation Budget is a monthly template. 

Section 1: Applicant Details

Complete the following:

  • Credit Applicant's family name

Display fields:

  • Credit provider's trading name
  • NCR CP number
  • Date of application
  • Credit applicant's first name
  • Credit Applicant's identification number

Section 2: Necessary Expenses

Complete the following:

  • Consumer Statory Deductions
  • Consumer Existing Debt Obligations

Display fields:

  • Necessary expenses as per Table 1
  • Consumer declared expenses
  • Gross monthly income
  • Available

Section 3: Comsumer Declared Expenses

3.1 Accomodation expenses

  • Complete the expense under the appropriate option: Own home, living with family, living with friends or other
  • Own home :
    • Enter the amount
  • Living with family :
    • Complete the name and contact number
    • Enter the amount
  • Living with friends :
    • Complete the name and contact number
    • Enter the amount
  • Other :
    • Enter an explanation
    • Enter the amount

3.2 Transport expenses

  • Complete the expense under the appropriate option: Live close to..., Transported by family, Own Transport, Transported by friends or Other
  • Live close to work/school/college
    • Complete the address and amount
  • Transported by family
    • Complete the name, contact details and amount
  • Own Transport
    • Complete the details and the amount
  • Transported by Friends
    • Complete the name, contact details and amount
  • Other
    • Give an explanation and complete the amount

3.3 Food expenses

Complete the expense under the appropriate option:

  • Provided by employer
    • Complete the amount
  • Provided by family
    • Enter the name, contact details and amount
  • Provided by friends
    • Enter the name, contact details and amount
  • Others
    • Provide an explanation and complete the amount

3.4 Education expenses

Complete the expense under the appropriate option:

  • Provided by family
    • Enter name, contact details and amount
  • Provided by friends
    • Enter name, contact details and amount
  • Not studying
    • Provide details and the amount
  • No school-going children
    • Provide details and the amount
  • Other 
    • Provide and explanation and the amount

3.5 Medical expenses

Complete the expense under the appropriate option:

  • Provided by employer
    • Complete the amount
  • Provided by family
    • Enter the name, contact details and amount
  • Provided by friends
    • Enter the name, contact details and amount
  • Others
    • Provide an explanation and complete the amount
  • Own medical expense
    • Provide details and the amount

3.6 Water and electricity

Complete the expense under the appropriate option:

  • Water and Electricity
    • Provide details and the amount
  • Other
    • Provide details and the amount

3.7 Maintenance expense

Complete the expense under the appropriate option:

  • Living with family
    • Enter the name, contact details and amount
  • Payment provided by court order
    • Enter the details and the amount
  • Other
    • Enter the details and the amount

Understanding the Calculation: The system calculates the Available for instalment amount as follows:

Step 3: Print the Budget

Once the budget is saved, you can print a copy for the client's records and signature using the Print Budget function.
